Colten Care granted planning consent in Bursledon following HPC support

Following recommendation from national planning consultants, HPC was approached by established regional care operator Colten Care in March 2025 in order to advise upon Care Home Need Assessment.

“The applicants have also submitted their own Care Home Need Assessment. This highlights a forecasted increase in people aged 85 and over in the Borough by 2040 and a lack of existing care home provision particularly in the areas of Bursledon and Hound North. It concludes that the demand for care accommodation in the Borough exceeds current and consented supply, and therefore the proposed development would help to address the shortfall in provision.”

Having had an initial planning application refused in November 2024, the client was considering resubmission with an amended scheme in Providence Hill, Bursledon. Following feedback from Eastleigh Borough Council, amendments to the original design and layout were made to overcome the original reasons for refusal. Total care home bed numbers were marginally reduced (69 to 68) whilst accompanying cottages were limited from five to three, freeing up spaces for more parking to support the development.

The HPC Care Home Need Assessment instructed in support of the application was instrumental in achieving consent. It identified a significant shortfall in appropriate accommodation specific to the locality, highlighting the uneven spread of provision across the wider Borough.

Detailed planning consent was granted 19th June 2025.
