This mixed-use scheme in Grays, Essex, was approved at Planning Committee by Thurrock Council to an overwhelmingly positive reaction. This exciting scheme represents the importance of urban renewal, providing a high quality, 86 bed care home for the elderly with a contemporary, yet contextually traditional design approach as well as 8 x 3 storey dwellings.

The site once housed an adult education facility that was demolished in 2021, since which time it has lain vacant. The proposal involves the redevelopment of the cleared site to provide a care home on the southern portion of the land and housing at the northern end, behind the Alf Lownes Scout Centre. The care home will provide 86 bed spaces for elderly residents including clients living with dementia.

The HPC Care Home Need Assessment instructed in support of the application was instrumental in achieving consent. Aligning with both the Council’s Care Market Development Strategy and the South Essex Housing Needs Assessment, the HPC report provided a clear picture of demonstrable need.

Detailed planning consent was granted 14th November 2025.
